Act of the Intergovernmental Council of the Eurasia 1. Об утверждении плана мероприятий («дорожной карты») по реализации Основных направлений и этапов реализации скоординированной (согласованной) транспортной политики государств - членов Евразийского экономического союза в части воздушного транспорта на 2018 - 2020 годы.
The Eurasian Economic Commission adopted an Act on October 25, 2017 in Yerevan. The Act shows that the Action Plan ("road map") has been approved for the implementation of the Basic directions and stages of the implementation of the coordinated transport policy of the member states of the Eurasian Economic Union for 2018-2020. Analyzing this Action Plan decision, it can be seen that the members came to this decision throughly, since on February 2017 the development of "road maps" for launching the general market of transport services of the EEU was started. On this regard the Eurasian Economic Committee hold 5 different events from June 2017: the 7th conference of the EEU ministers of transport (June 2017), the 8th conference of the EEU ministers of transport (August 2017), the adoption of Action Plan regarding air transport (road map) (August 2017), the meeting of the Consultative Committee on Transport and Infrastructure, which approved the "road map" for the implementation (September 2017) and adoption of Action Plan regarding all 3 types of transport (road map) (October 2017). The Act shows that the EEU is on the way of integrating on the much more higher level comparing to other periods, because on the Act it is shown that the member states on the behalf of the EEU will become the member of the international transport associations and with the organizations that provide integration processes in the sphere of transport policy. It means that the EEU will become embedded into the international transport associations as a unitary actor on the behalf of the EEU members. The Act adopted 3 main decisions by the members of the Eurasian intergovernmental council:
1. approve the proposed Action Plan (road map) regarding transport policy till 2018-2020. 2. follow the declines of the proposed Action Plan (road map) 3. states need to provide the ability of holding the monitoring process by the EEC and inform the results of its results in the first half-year of 2021.
These decisions were backed up by the Implementation Plan of coordinated transport policy for 2018-2020. By analyzing the Implementation Plan itself it can be shown that the main interest of the EEU is to become embedded into the international transport system on the behalf of the union itself not on the behalf of each individual member country of the union. Moreover, another interest of this Act is to make the EEU more integrated by creating and developing the eurasian transport corridors. Also it can be noticed that this Act of making common transport policy will integrate the EEU not only at the level of transport system, but also at the level of science and innovations. It is because the Implementation Plan of the Act states that the EEC will create the working groups for scientists and innovators on the sphere of transport and the members of the working groups will be gathered from the member-states. In conclusion, this Act is the first one in the sphere of integrating transport policy of the EEU and despite its narrow focus, which is transport system, the Act will make the EEU more integrated in other spheres too such as science and innovations, labour market and etc.
