Commentary:

Decision #17 of European Economic Council (EEC) is the base for Decisions #3 and #5 of High Eurasian Economic Colleague (HEEC), because it is the decision of the EEC, which had to be discussed and made decision on it in the HEEC (superior body, which is an assembly of representatives of country-member).

According to Decision #3 of HEEC, Nurlan Shadibekov Aldabergenov, who was representative of the Republic of Kazakhstan in EEC and worked as the Head of Department of competition and anti-monopolistic regulation, was removed from his position before the official end of his term. As it was stated in Official Regulations of EEC work, the process of removal of EEC Member starts from the letter from the member country with explanation and suggestion of a possible candidate instead current Member. But, there is no official announcement, decision or another document, which states a reason for removal of Nurlan Aldabergenov.

Decision #5 of HEEC states that Marat Apsemetovich Kusainov was appointed as a Member of EEC and Head of Department of competition and anti-monopolistic regulation instead of Nurlan Aldabergenov.

Due to the absence of official documents about the reason for removal, we could not observe the main motives of the Republic of Kazakhstan for such action. However, we can observe some correlation between this removing with another one. The Republic of Kazakhstan removed both its representative from the EEC, including Mr. Aldabergenov, at the same time. According to the Decision #4 of HEEC, second ex-representative of Kazakhstan, Timur Suleimenov, ex-Head of Department of Economic and Finance Policy, was removed and appointed as a Minister of National Economy. Meanwhile, Nurlan Shadibekov was appointed as a Head of Prime-Minister’s Office. As we can see, both ex-Members were appointed in high positions of the current government. However, in my opinion, there is no suitable explanation for such emergent rearrangement inside the government.

Likewise, there is no real effect of the current decision for the work of EEC. Before the appointment as Member of EEC, Mr. Aldabergenov worked in Agency of regulation of natural monopoly of the Republic of Kazakhstan for 7 years and 4 of them as the Head of Agency. Meanwhile, Mr. Kusainov has enormous experience of working in national companies, such as “KazAtomProm” and as Vice-Minister of Economic Development and Vice-Minister of Economic and Budget Planning, but he has almost no experience in the anti-monopolistic area. However, we can not conclude that working process of EEC could become worse basing on aforementioned fact. The main reason for that is, in my opinion, the importance of choosing the good candidate for the position of Member of EEC, because he will be the representative of the whole country.
