Commentary:
The College of the Eurasian Economic Commission mad decisions in accordance with paragraph 5 of article 109 of the Protocol on the application of special protective, anti-dumping and countervailing measures in relation to third countries, first of all, to expand the anti - dumping measures including 27th of February 2018, ascertained by the Decision of the Board of the Eurasian Economic Commission of May 24, 2012 № 49 "On measures to protect the economic interests of producers of rolled metal with a polymer coating in the Customs Union". Secondly, the state bodies of the member states of the Eurasian Economic Union of the Decision on 27th of February 2018 inclusively, obliged to ensure the collection of an antidumping duty at rates set by the Decision of the Board of the Eurasian Economic Commission on 24th of May 2012 № 49, in the manner prescribed for the levy of preliminary anti - dumping duties. Thirdly, this Decision № 45 will be realized 30 calendar days later from the date of its official publication, but not earlier than 1st of July 2017.
Based on the announcement of the Eurasian Economic Commission, the Board of the Eurasian Economic Commission prolonged the anti - dumping obligations on Chinese metal with a polymer coating to 2023. The former decision making regarding the establishment of the duty was accepted in May 2012. The duty was determined at a tariff between 6. 98 % and 20. 20 % of the customs price, on the basis of the producer, and proceeded until 30th of June 2017. The measurement actions were broadened until the period of the repeated anti - dumping inquisitions in May 2017. The present market demand is indicated in the examinations, showing the instability and sensitivity of value of metal, produced in Eurasian Economic Union, the amount of delivery from China and the price setting of Chinese suppliers. In that way, in the case of rescission of duties on the volumes delivered Chinese metal with a polymeric covering to the territory of EEU, the prices can increase drastically, bringing damage to a number of economic sectors in Union.
Issues related to customs administration, technical regulation, trade policy and the development of the integrated information system of the Eurasian Economic Union were also considered. In particular, the members of the Eurasian Economic Commission Collegium decided to create a single register of economic controlled operators, as well as, to provide with a number of opportunities in order to make possible the exchange of essential information for the appointment and the employment benefit, the payment of pensions to workers or members of their families. The establishment and prosecution of the register and the organization of data exchange will be conducted by the Eurasian Economic Commission.
