The document #8 about the tariff preferences to developing and less developed countries, which import goods to EAU member-states’ territory suggests the list of commodity names with numbers that are given tariff preferences at the customs of EAU since August 28, 2017. The list is approved by the EAU Commission Council on January 13, 2017.

Tariff preferences can be understood as specific tariff privileges introduced by one state to another state for entering the local market. Those preferences might be bilateral, meaning that both countries establish tariff preferences, as well as one-sided, when only one side gives tariff preferences. In both cases without involvement of third-party states. The tariff can be decreased for all commodity or only several types of goods.

The specific tariff is established according to an agreement between the states in order to regulate and facilitate trade with particular states. In this case, developing and less developed countries.

The “List of commodities from developing or less developed states, which have tariff preferences at importing to EAU territory” regulates the laws and special tariffs of importing the goods from developing states to the territory of Eurasian Union member-states.

The list contains goods of both heavy and light industries, which are either existent on the territory of EAU member-states or not presented locally. The significance of such preferences to developing and less developed states is in diversification of local market with imported goods as well as facilitation of the trade and economic support to developing countries.

According to UN Trade and Development Conference, the tariff preferences for goods imported from developing states will facilitate the entering of developing states into world trade. This will give the developing states more accessibility to market competition.

The significance of the document is that the agreement to provide tariff preferences to developing states can be considered as a significant act towards strengthening the local market through raising the competition, which in most cases leads to improvement of local goods. Apart from that, it is a very interesting case, that the list of developing states (established at the UN Trade and Development Conference), includes states, which are more developed than member-states of Eurasian Union, which poses several questions on how to interpret developing and less developed states.
