Title: The Order for the Organization of Joint Research and Development activities in the Sphere of the Agro-Industrial Complex among the Eurasian Economic Union member states
Commentary:
In 2017, may 26, there was issued a new act by the Eurasian Intergovernmental council focused on the use of the effective scientific and innovative approaches to build cooperation for the development of the agro-industrial complex among EEU countries. According to the document, at least two countries have to participate in joint research activities, where customer can be as state authorities and also academies of sciences among EEA members. Order executors have to be chosen by customers on a competitive basis.Such cooperation, Joint research and development activities, cannot be longer than 5 years[1]. Afterwards, the results of the conducted researches will be sent to the EEU Council. It is expected that, this cooperation, Joint Research and Development activities will allow to create a new stable base for the modernization of the agricultural sector of the EEU countries by using the best achievements in science and by sharing the advanced experience, technology and innovations.
Due to the globalization and the intensification of the competition among the national and world trade market, it is necessary for EEU countries to modernize their economies by implementing different perspective, scientific- innovative approaches. This cooperation, Joint Research and Development activities will positively effect on the integration of the countries, where they share their consumers by having one trade market in agro-cultural industry. In addition, due to the executors will be chosen on competitive basis, there will be a progress, as competitiveness produces the progress. Furthermore, Joint Research and Development activities has brought to the creation of the common network structure for searching technology developers and interested in them enterprises, general information search system and organization of orders in industry[2]. The implementation of the technologies in the network structure makes the life of the enterprises and states much easier.
Another aspect that has to be pointed out that, this cooperation directly effects on the rise of the production of livestock, aquaculture, veterinary, crop production, and etc. This brings to the news opportunities to deliver the goods of the production to other countries, beside EEU. From the liberal point of view, the creation of such cooperation can be positively accepted as it strengthens the interdependence among the EEU countries which guarantees the stability. To conclude,scientific researches should contribute to ensuring food security, balancing food markets, increasing the efficiency and competitiveness of the agriculture of allied countries, preserving bioderversity and ecological balance in them[3].
