  • Title: On the main directions of an International activity of the Eurasian Economic Union for 2017

  • Commentary:

Firstly, the Supreme Eurasian Economic Council is the highest supranational body of the Eurasian Economic Union (EAEU) which is the international organization of regional economic integration, where the Decisions are made at the level of the head of state of member countries. The current Decision considers the main directions of an International activity of the EAEU that were previously discussed, developed, and approved by the Supreme Economic Union in 2014, but for 2017 these were resigned. The main aims of that collaboration was the enhancement of an economic rise, diversification of the economy of the member-states, and the realization of an export potential where this Union can be positioned as reliable and predictable partner. The aforementioned main directions of an international activity include the cooperation with regional integrational associations, international organizations (IOs), third world governments, and business cooperation to enhance that of the trade and economy, and the formation of free trade zones, preparation and signing memorandums on mutual rapport, and the provision of the work within the frame of previously signed memorandums; the cooperation of trade-economy partners of the Union for the aim of an increase of the volume and betterment of the structure of trade and investments, recruitment of integration processes, development of the Union as an effective and competitive organization at an International level. All of the abovementioned directions are to be fulfilled with a very wide spectrum of countries and international associations including the Commonwealth of Independent States (CIS) except those that are already members of the Union; European countries, countries of the European Union (EU); the countries of the North America (especially the United States, Canada, Mexico) and North American Free Trade Agreement (NAFTA); Asian governments (mainly China, Vietnam, India, Iran, Singapore) and associations such as the Shanghai Cooperation Organization (SCO), ASEAN, and APEC; the countries of the Latin America, Near East, Africa, and associations formed on the basis of regional integration across these locations; the IOs such as the UN, UNICEF, WHO, UNESCAP, the World bank, the International Atomic Energy Agency (IAEA), Organization of the Petroleum Exporting Countries (OPEP), WTO, and many others.

It is also important to point out that the Decisions of the Supreme Eurasian Economic Council prevail over the Decisions of the Eurasian Intergovernmental Council, and the Decision of both of these institutions prevail over the Decisions of the Commission (Jarosiewicz and Fischer 2015). Even if the main direction of this Decision uphold an economic background, the essence of such Decisions take a more political background after Crimea underwent the annexation by Russia. Hence, it can be considered that no matter to what extent this Decision grasps IOs and various countries (specifically those which were mentioned) around the world, the subtext consists in the notion of solidifying a political platform between the member states and those of cooperating with. Any problems under question are to be examined and contemplated within St. Petersburg International Economic Forum, Astana Economic Forum, EXPO-2017 Astana, and the Exhibition Forum “Eurasian week”.
