Commentary:
The following document literally is named as “Road Map” which implies that it has a strategic meaning. In general, it is about a set of procedures which are aimed at exemptions and restrictions on the internal market of EAEU for the period of 2018-2019. Therefore, this document is a strategic plan for further economic integration.
The document has an immense importance, as it lists all the actions which will be facilitating the development of the EAEU as a valid institution. It was signed in Yerevan, Armenia on 25th of October 2017. It cannot be said that this document was officially contested because it was elaborated internally by the Commission and then signed by member country’s representatives. On this meeting, the Chairman of the Board of the Eurasian Economic Commission Mr. Sarkisyan underscored that the Roadmap will allow the EAEU to remove the obstacles that were previously included in the “White Book”. The “White Book” is a report made by Eurasian Economic Commission a month earlier the Roadmap was ratified (Eurasiancommission.org 2017 a). It lists all sorts of economic barriers that hinder the free trade within the Union.
Additionally, Mr. Sarkisyan even mentioned about the formation of Eurasian brands. These products will be created by joint ventures, and this will create stronger cooperative chains among country members (eurasiancommision.org 2017 b). Moreover, the rush with which the Roadmap was developed and signed and Chairman’s sayings, all this indicates that the member states are willing to integrate as quickly as possible. The Kazakhstani Prime-Minister Mr. Sagintayev pointed out that nowadays international trade is transforming and that there is a growing trend towards protectionism and increasing competition between the largest countries for building regional trade zones (mfa.gov.kz 2017). This highlights the political motivation behind the EAEU integration, noting that together the member countries will be protected better.
There are eight covered fields – labor migration, technical regulations, trade in services and investment regulation, taxes, and public procurements. The first one is about making labor migration smoother. The part about exemptions states that there is a need to eliminate a mandatory procedure of academic degrees’ recognition. Secondly, in the agricultural sector, it emphasizes the need for unification of breeding animals’ import regulations. The document also introduces a single catalog of plants’ kinds. Moreover, there is a line on that harmonization of seed-growing legislation should be performed. Plus, the document includes the clause on how exempt duties on goods which were produced in a member state that is different to the state that exports these goods should be performed. On government procurements, the EAEU businessmen cannot fully participate because member states’ banks’ guarantees are not mutually recognized and the Roadmap states that this has to be fixed. It is crucial to note that document usually does not specify which actions concretely have to be taken, it just sets the areas where the issues have to be settled for the indicated period of time. Therefore, to conclude, the Roadmap a systemic strategic plan that would guide the EAEU integration measures for the upcoming two years.
